Many Palestinians where in refugee camps in Lebanon. But your following your usual tactic, or posting irrelevant information. Its often true, but it has nothing to do with the point. While the Palestinians where in camps. The PLO controlled territory in Lebanon, and they had military weapons in that territory. They didn't defer to the Lebanese government, instead they used the territory as a base against Israel. I imagine the Lebanese government didn't like this (as it subjected them to the war) but they probably couldn't stop it, and didn't' make any serious effort to do so.
