No, despite current hysteria to the contrary, America doesn't have an empire; doesn't collect tribute, doesn't set up American colonies in foreign lands. But it did want to create a new ruleset for Iraq that would connect it with the developing world - free markets, representative government, good infrastructure, all the working ruleset of what Barnett calls the Core. The advantages to the local Iraqis would be similar to those provided by the Roman Empire - law and order, infrastructure, trade.

America is fighting to connect Iraq; and Al Qaeda is fighting to disconnect it.
