Since 'people are people', I'll wager that the only good measure of 'how strict' a country's laws are, the only *objective* measure --- is the incarceration rate.

By that measure, our's are very strict indeed. (The heavy hand of Puritanism?)

(And, you never answered the question about if you think that 'Americans are more evil or not'....)
