Your scenario of providing a continuous civil war in the ME so terrorists don't bomb our subways is a common one, but I do think it creates a lot more enemies in the region than it would kill, and I also don't think it's necessary or practical. Civil wars are lovely training grounds, and as the article says; it would probably create an explosion (pun intended) of terrorist technology, as such conflicts often do.

So we'll just have to disagree on the benefits. Iraq may end up partitioned, but it is quite likely to be bad for Iraqis, bad for the region, and bad for the US.
