GB, I think it's still a cooperation between Fishkill development team and Dresden fabs. One indication was AMD's remark a year ago that they'd install immersion equipment early in Dresden to help sync process development, and to gain time to production (this was around the time 65nm fab 36 was being equipped and tested, and around the time IBM/AMD made the decision to use immersion). So although about all early development is done in Fishkill, from there I think it's a sliding scale towards Dresden.
