I think the insurgents and jihaddis are just laying back, looking for the new vulnerabilities and targets provided by the surge, which they'll take advantage of in short order. The Bushies are shouting "halleluja" and declaring success after a couple of days of reduced bombs and attacks..

That's exactly right.
