Has any company other than Intel mastered 65 nm fabrication at this time ?

From reading, it seems that Intel does not rely completely on automated design tools, but also employs brain-power design methods. My guess is that since other companies do not have their own extensive process research, they rely on the software tool-sets provided by the collaberative effort. Which apparently are not as good as Intel's engineers.

From what I understand, the problem with the existing design was excessive current. Surely the best way forward would be to slow it down a bit, and drop the voltage. Longer term, it wouldn't surprise me if this ended up being made in Dresden at least for the top end version. If nothing else, it may keep Fab 36 full and lessen the price war.
