"Does Cell have high motherboard costs? "

In general? No. But Sony wanted to pack a lot of functionality into the PS3. So they had to go with high layer count motherboard. Dual sided is dirt cheap, but can't really hack it for high speed logic these days. 4 layer is not a lot more expensive and is what everyone wants to use. As layers go up, costs go up faster. It wouldn't surprise me if the PS3 had an 8 layer board.
