Not means testing for citizens yet unborn. There is no obligation to them yet.

You realize, of course, that means testing is just another way to break an obligation?

That doesn't automatically make it a bad idea, considering 1 - The currently planned payouts may not be affordable, 2 - the obligation (to the extent there is one) is using other people's money, if I promise to grab Ted's money to give to you, is it wrong if I don't grab it?, and 3 - whatever justification there might be for such forcible transfers, to keep people from starving or otherwise undergoing severe suffering, doesn't extent to giving additional money to the very wealthy.
