I thought of that after I posted the question.

Yes, there is no doubt that the Bush Administration was very good at controlling the entire political debate through the effective use of propaganda, spin, and coordinated "talking points". Their manipulation of the media was unprecedented in its scope and power, as documented in "The Republican Noise Machine", by David Brock, and a few other books as well.

What seems to have rendered that machine less effective is the principle that you can't fool all of the people all of the time.

Now can anyone think of anything the administration has been good at that doesn't undermine Democracy?
