Though it clearly has to be implemented to make a real difference. It is remarkable how effective the balance of powers system can be, when each of the branches actually carries out its oversight role over the others. The prosecutor thing sounds like part of the same broad project that Rove brought to town; a strong, unaccountable executive, permanent Republican majorities in Congress, the K Street lobbyist conversion, bending intelligence to neocon policy goals, etc. Fielding a loyal squad of US attorneys was just another page in the playbook. I won't even get into what I have heard about several of the billionaire ambassador appointees under this administration. The stories aren't pretty.
