What you imply in Florida is substandard care or care provided by unqualified personnel to "save money," only reveals a basic hole in your grasp of the current health care situation.

The delegation of low level care to less qualified employees is the only way many of these facilities could remain solvent. If you full understood the limitations of Medicare coverage, not to mention factoring in the limited personal resources that patients living in such facilities have, you would also realize that their care would not be any better under a national single payor plan, and that Florida is probably one of the better areas for anyone to have to live in such a facility.
