I used to travel to Detroit frequently in the 1980's, and typically stayed at one of the downtown hotels. I'd occasionally take the elevated train (called the "People Mover") to Greektown for dinner. A guy I had business with there said the locals called it the "Mugger Mover."

There are large sections of downtown Detroit where the majority of lots are vacant.

Welcome to "downtowns" all over the country. LA looked like this for years, and is only now starting to fill in. The worst I saw was Anahiem.

Combination of 60's planning, where the planners wanted to "Stalinize" the City centers, and the graft and corruption available if the City Council went the "condemn and level" route.
