Bush did it over 120 days after taking office. Clinton did it in days to save Dan Rostenkowski

Because he did what any other incoming president of a different party did?

No he was apparently the first president to do that.

Edit - And to make it clear I do think too big of deal was made about that issue by some Republicans, but with them it was complaints not a call for extensive investigations.
