In a region without unemployment insurance or food stamps, workers in the informal economy are not considered unemployed — they have to do something to put food on the table — but they are commonly underemployed, performing jobs that require little skill or training.

I look to electrcity consumption: growing 5.4 % while the economy is growing by 3%?? There is obviously something wrong!
