but when you moved to Washington you had to re-registar the car and don't they charge you tax based on the blue book value ?

I bought a Fiat when I was stationed in Germany. Brought it home and had to pay a tax because it wasn't made or sold in Illinois.

For years farmers in Eastern Illinois bought tractors in Indiana. No Illinois tax because they were bought in Indiana. No Indiana tax because they were delivered in Illinois. That got plugged.
