Under the Supreme Court precededent, the State can't force out of state retailers with no nexus or site of presence in a particular state to collect sales tax for sales made to residents of that state.

As I understand the bill, it's an attempt to "encourage" retailers to sign up and agree to collect the taxes.

We'll see how successful they are. I just ordered a new Satellite radio from Sirius and they did not charge me tax on it (shhh. don't report me to the Washington State Department of Revenue).
