States need basic water, roads, state employees, etc etc...services to support the citizens.

Large States with a large population base (like CA with 26 million) can spend more per capita, than smaller states with small populations.

Small States (CT or MA) with large population bases can do as CA does....

Maybe someone can find a chart or link that shows the amount of State Taxes and compare the percentage spent per capita in the State.
