Bad ROE again.

We will never have ROE that say it is ok to shoot at random civilians.

This is a case of the wrong unit with incomplete training being assigned to a mission they were not prepared for.

When the Marines recently set up 2 BNs as MARSOC, they came under SOCOM and Army generals.

This is not good - for the Corps, or for SOCOM (or its subordinate units). Something about 'maturity' and 'interpersonal skills' (SF v. USMC). This will very likely hurt 7th SF Gp as they take over from 3rd SF Gp in country. A changeover that is underway.
