Clearways should be extended to all day in many places so that one or five parked cars don't block a lane while 5,000 vehicles an hour are stuck behind them in large traffic jams. It is absurd to use major roads as parking lots for private benefit of a tiny number of people, blocking many thousands from moving. The average intelligence in NZ is only about IQ 100, so I can see how figuring stuff like that out is hard work. Also, there is the old story of concentrated benefits and diffuse costs = the local business and person parking will squeal like pigs if they don't get their way, while those in the traffic jams each get a relatively small suffering. There should also be tolls collected during peak hours to cut the number of vehicles on the road, allocate priority, and to fund concentrated transport such as cycle ways, walkways, buses, trains, mini buses, electronic management systems, new roads, roundabouts.
