No, but various political decisions made by various politicians buying votes from people have made the conditions dirty, understaffed, and hazardous to your health. Politicians like flunkies, we have reached a tipping point on the flunkies to workers ratio. we have so many highly paid flunkies that we have no workers. They decided we didn't need so many doctors so they limited the number who could get into medical school, then they imported patients for whom there are no doctors. Then they had too many nurses so they closed the nurses school, now there are not enough nurses.

The doctors work in crappy conditions with a salary cap in Ontario, where politicians gave themselves a 25% raise this year.
