OK, there re lots of planning permissions. Question was whether builders need licences or the house just needs to meet some inspection standards as in the US and I think in Britain. Once upon a time I went to a job interview to be a building inspector in the London Borough of Hammersmith. This was a mistake :) Even though I told my eight or so interviewers that it was a mistake and they could just save time by letting me go, they insisted on asking me questions....
