It is important for any society at war, even one that isn't particularly militaristic, to properly supply their army.

Look at what you consider to be most important element should the oil producing nations fail to share their oil with us.

It wouldn't be the only element to get oil. Oil would be rationed by price, anyone could get it, as long as they where willing to pay. The military would be impacted as they would have to pay more, and its unlikely the total resources devoted to the military would increase as much as the increase in cost.
