Cheney is guilty, you dummy. He was Libby's boss and Libby would not have outed Plame nor lied about it without Cheney's approval and commands. Libby even admitted under oath he was following orders.

Rove is also guilty as he had his dirty fingers in everything in WH. Both Cheney and Rove are major league criminals vs. the laws, well-being and democracy of this country.
