Cheney Ordered Plame outed to punish her husband. It may have been clumsy and an over-reaction due to paranoia the Iraq WMD lies would be exposed, but Cheney definitely did it. Libby would never have done what he did unless ordered to. And Rove is Bush's righthand man so he had to be following directives as well when he outed Plame. The orders came from Cheney more than Bush. Cheney was the one running the Iraq phony intelligence operation with Rumsfield. As usual, Cheney is the heart of evil, though Rove is a close second.
