Bush Reorients Rhetoric, Acknowledges Income Gap The telling bit about this piece is what we've all known about the Bush administration from almost the first. And that is they are far more interested in the politics of issues than their substance. Kevin Drum has an interesting piece this morning on one of the earlier insider warnings to that effect. That virtually no one in the WH was interested in policy, wished to talk about policy; only the political consequences of which position to adopt.
