Libby, Rove and Armitage all outed Plame. Libby did so on cheney's orders. So he is guilty too. Rove works directly for Bush so he is responsible. Bush also lied to us all on TV after the scandal first broke, saying he'd get to the bottom of it and punish anyone responsible. He did neither. He already knew who was responsible, Cheney and Rove, in order words, himself. What Armitage did or did not do in no way minimizes or excuses what the others did. Also, Judith Miller and Matt Cooper did not talk to Armitage. They were dealing with Libby and Rove. Novack was too. Novack and Rove are close cronies who pull dirty tricks together. Rove got fired from GHW Bush's campaign for doing just that.
