Sage, i have seen many articles referring to pumping water back up to reservoirs in off peak hours for storage(only where there are hydro damns)and have wondered about the efficiency of that.What are the costs ?, what are the gains?

I know with small gas pumps used for fighting forest fires for example, when they are loading to max, they require constant refueling...another energy hog.

Small electrical pumps, Grunfos submersible for example, draws 1100 watts@110 V for 10 amp draw...not cheap to run continuously so probably likewise for large electrical pumps.
