The whole notion of a Pigovian tax runs counter to the uber liberal premises for taxing and spending.

Why not apply the notion to farmers, for example?

Tax dollars paid by others are returned to the farmers in the form of subsidies. If a Pigovian-like approach were applied,
they'd have to reap what they sowed, so to speak, and not
be the functional equivalent of a motorist who pays too little for gas and causes the rest of the world to bear the
expense of his greenhouse emissions.

But oh no, we can't touch the subsidies. Dems might lose some votes<g>
