When I was young I worked as a 'Program Evaluator' for a while. At the end of each evaluation I would submit a report. The report was always very devastating to the persons who worked within the program and especially to the administrators of the program. That was not because every program I evaluated was a sick organization, it was because I was there to show them what needed to change to improve their organization. Most of them demonstrated that they were a very healthy and successful organization simply by the fact that they were willing to engage in an evaluation.

I was hired with an agenda. The agenda was to clarify the needs for organizational change. Consequently the majority of my reports contained mostly needs based criticism.

Every event and organizational operation can be looked at to see what is working and what could be done differently to improve things. Simply put, they all contain strengths and needs. It becomes pretty obvious when people are not willing to recognize both they have a reason, usually it is an agendized reason. When they include exaggerations, unsubstantiated speculation, or falsification in their representations, it becomes glaringly obvious they have an extremist agenda... or that they are just mentally ill.
