I really hope you're joking. Are you saying that Rumsfeld, Gonzales, Brown, et al and their underlings were NOT incompetent? That Bush's insistence on sticking with Rumsfeld through his many blunders was not valuing loyalty over results? Leaks have been the result of the Bush culture. Barring any reasonable oversight, different factions in the government have resorted to leaks to get the word out about the incompetence, secrecy, and coverup. A more accountable and transparent administration would have significantly reduced the reason for the leaks, IMO.
