That never happened in South Africa or Rhodesia. In Rhodesia blacks did have full citizenship rights, although one might argue about some specifics regarding voting. There was a test based on education & acquired wealth (or was it income, I don't recall) that effectively clobbered the black vote, although nothing prevented any black from making the grade (which was actually modest by white standards).BTW, current demographics inside Israel are 80% Jews, 20% Arab and others. Including the territories, about 60% Jew, 40% Arab and others. There is good cause to think that many of the demographic numbers the Pals put out have been much inflated (it helps the cause & UNWRA pays "refugees" per head) I include the territories for the simple fact that Israel controls them militarily. You might recall that South Africa in fact tried the Israeli approach near the end, setting up a dozen plus Bantustan's, but it was to late in the game for that. In fact, the whites in South Africa might well have carved out a Whitestan in South Africa if they had so chosen, but they surely could not have been so greedy as to keep the entire matrix of the country for themselves (at only 15% or so of the pop)including the best farmland & mineral wealth, while shunting the rest of the population into rather less desirable land. What I continue to search for is any hint of a successful long term strategy in Israel. If we assume that the goal is peace and security (and I'd add prosperity) for the eventual descendents of the current Jews & Pals living there, what is it going to take to get there and what will the final configuration look like?
