One interpretation could be that Nokia has softened its position on WCDMA royalties. Going from the old position of "we will pay less" to "we won't pay more; we expect to pay less".

But do any of Simonson's comments actually mean anything? It's very hard to say.

I think Simonson is simply playing the spin game.

With the licenses for five core patents "paid in full" as of 4/9/07, Nokia can reasonably claim that paying the same royalty rate going forward is really "paying more" than in the past. If the public incorrectly interprets "won't pay more" to mean a higher royalty rate -- because the real meaning is temporarily lost by Nokia's vague statement -- Nokia effectively makes Qualcomm look like the bad guy.

Is that more in absolute dollars or more with respect to percentage? Trying to understand NOK is like trying to understand women IMO. In the end they just want money.
