The Republicans COULD have filibustered and prevent the bill from passing. But, they didn't. They're putting it ALL on their idiot President. Now, HE can "refuse to fund the troops" in his pet war, because the Dems want to follow the will of the people and take his army men away before he leaves office in Jan. '09.

After all, he doesn't have to run for re-election..
