Did Someone Say ‘Kyoto Treaty’? - The Clinton Record While we’re on the subject of who killed who, it is perhaps timely to address another favorite canard of those nattering nabobs of negativity on the left, the Kyoto Protocol. Leave aside for the moment the utter preposterousness of the claims that Katrina and other recent storms are the result of the global warming–for which no scientific evidence can be found. Just take a gander at the roll call vote of the US Senate (which must ratify all such treaties): Vote Date: July 25, 1997, 11:37 AM Question: On the Resolution (s.res.98 ) Declares that the United States should not be a signatory to any protocol to, or other agreement regarding, the United Nations Framework Convention on Climate Change of 1992, at negotiations in Kyoto in December 1997 or thereafter which would: (1) mandate new commitments to limit or reduce greenhouse gas emissions for the Annex 1 Parties, unless the protocol or other agreement also mandates new specific scheduled commitments to limit or reduce greenhouse gas emissions for Developing Country Parties within the same compliance period; or (2) result in serious harm to the U.S. economy. Vote Counts: YEAs 95 NAYs 0 Not Voting 5 That’s right, gentle reader. Not a single solitary Senate Solomon voted for Kyoto. Not one Democrat. Not even Ted Kennedy–nor his own private Charlie McCarthy–John Kerry. Not even would-be pugilist, Madame L andrieu. Mind you, this vote was taken during the ever so environmentally enlightened regime of Bill Clinton and Al ("Earth In The Balance") Gore.
