Bush has flatly stated he will veto. They do not have enough votes to overturn the veto, so guess what, nothing will happen.

What will happen is that the lack of funding will be squarely in Bush Jr's court. He will have no choice but to withdraw the troops.

The Bush surge was nothing except a ploy to get the Congress to cut funding for Iraq so that Bush Jr. could accuse them of losing the war. Now the shoe is on Junior's foot, as it should be.

If the Congress sends back another funding bill it should have the same timeline.
