Someone on the Elgindy "scam" thread gave me this link a few months back:

I have to believe that there is quite a bit more at stake than the bankruptcy of X number of OTC firms and individual investors.

But in any case there is no question that the SEC is well aware of the nature of this practice and definitely does not want to stop it.
