I don't know. But I can point out that the Arab mindset is not an immutable thing - it has changed substantially several times during the last century. Unfortunately, the Arabs have mostly embraced one dumb idea after the other. First they tried to emulate Europe, then they embraced Fascism; when that failed, they turned to socialism. When communism kicked the bucket, they turned to Islamism. Islamism is even less functional than socialism, and it kills more people along the way, having a positive love for generating corpses. I don't know what to do except hold tight and wait for the appeal to wear out and try to provide a better alternative. That's what Iraq was supposed to be. But at this moment I doubt the Iraqis are capable of democracy. You can't have one where 5% of the population is willing to commit mass murder to get power.
