I think you got it wrong. Once there is peace immigration to israel by jews who want to go wont be an issue nor for pals or other arabs returning to the new pal state.
1967 borders will need adjustments and hopefully this can be done with no net land gain for either side. There would be some symbolic right of return for a few and/or a statement by Israel that they were culpable just as the arabs were in the awful situation that occurred when the arab states attacked israel in 1947. All of the above is fluff. The big issue is the status of EJ. For the arabs to get this back i view a panama canal type situation that if the peace holds by 20?? sovereignty would be turned over. In the meantime Pal could be given an embassy like situation in EJ where they could govern from and islamic folks would participate alongside christians and jews over religious matters. Thats just my stab at it.

What do you think Israeli "peace" terms might be?

The Israeli terms are those they agreed to at Taba, for it's an iron rule of this conflict that whatever Israel concedes at the table, even though the other side refuses the deal, is still regarded as gone forever.

Think about the "right of return" for a minute. If Palestinianism was a national movement, would they want their people returning to some other country? Of course not.
