Is this really a tax hike???

If a tax benefit expires...does that constitute a tax hike.

To my way of thinking a tax hike is one that is enabled by passing legislation adding a tax to something that was not taxed prior to that time.

This article fails to mention that something must be done because Bush has given us the largest unsustainable Federal deficits in history.
