My own opinion is that Israel should be more proactive

The Arabs are going to throw out a peace proposal in a day or two. What is the Israeli's current peace proposal?

The current Saudi plan should be encouraged.

It says no Jewish immigration to Israel.
It says Pal refugees should be allowed to return to Israel proper (I think).
It says WB settlements are in Palestine, not Israel.

None of these things are palatable to Israelis, as far as I can tell. It is at least a proposal that says Israel can exist, but I don't think it even acknowledges that Israel should be a Jewish country (whatever that means).

What should be encourage is the two side (or Israel and the many "other sides") laying out their demands, and starting from that seeing where accomodation can be reached.
