what about northeast states etc. they grab and get released. there is no method i know of where locals can grab and ship out and get reimbursement from feds.

Local authorities are forbidden by federal law to even ask a suspected illegal alien whether or not they're a US citizen. The most they can do is run documentation provided by that person through a federal immigration data base to ascertain whether the documents are fraudulent or authentic. After that, local law enforcement is completely dependent on ICE to take action. Vast majority of cases, ICE directs local police to release the detainee. The city of Hazleton was sued by 4 to 5 legal groups(total of 25 lawyers, including the ACLU) that are manipulating American citizens constitutional rights in order to suppress any local control of illegal immigration.
