Hawk, I looked at that statement as well. It could mean a couple of different things. If he made a monetarily logical statement, then the issuing of bills would be the Central Bank of China issuing or selling bills or short term paper to the large banks. This would make that money unavailable to be used for loans etc.

I don't think he is referring to creating more currency or anything along those lines. There is a real battle line being drawn right now between the US Congress and the Monetary authorities in China. The US Congress is threatening to create tariffs or other international trade restrictions to force the RNB Yuan to appreciate significantly. The Chinese Monetary authorities are reluctant to do this for several reasons and they especially don't like to be publicly lambasted. This is going to evolve into a very Significant and Critical Issue over the next few months.
