They had a choice about whether or not to seize control of areas of Lebanon, or accept the sovereignty of the Lebanese government. They had a choice about whether to use Lebanon as a base of war against Israel, or to not do so.

It's not like the Palestinians had any choice. They were chased into Lebanon by the Israeli army about 1948.
