I think the Serb bombing allowed for other atrocities, didn't it? I seem to remember it had some ugly unintended consequences. I'll have to look that up.

Note how the potential for a ground invasion played in to Milosevic's decision. I doubt the Iranians have much fear of a ground invasion.

and this, for me, is key:

I think the Iranians are much more capable than the Iraqis were- how capable? I don't think we really have a good handle on it. Another reason, imo, not to poke the hornets nest when it is unnecessary.

Air only works when it has ground support, as it did in Serbia. It just wasn't US on the ground.
