Neither. The Iranians had said that if continuing capturing their guys abroad would have consequences.

This is just to force the US and the UK to stop getting their guys. They will be released.

The Uk government has mismanaged by politicizing the issue. The Iranians were prepared to release the female sailor, when they've got the word that the Blair said he would go one step up if they were not released and added they would stop bi-lateral talks. The Iranians retorted by stepping back and refusing to free the female sailor.

Which was expected because the Iranians didn't want to act given the impression Blair pushed them to soften up

For me this look like the captors were prepared to exercise some good and continuing talking. Once they heard Tony saying would step up the ante, they backtracked.

UK should have have said: it was a good move and both should work for this not to repeat again, put a UK military attache to swap data about the water border line in which the UK sailors would continue doing their job and the Revolutionary Guard doing theirs and so on...

that kind of thing government uses to defuse this situations.
