Not at all! When I use "they" I mean the ruling mullahs, the few who have the power in Iran. The unelected Council of Guardians and the President.

When I'm speaking of any dictatorship or oligarchy, I always mean the rulers when I speak of the country acting.

if i could jump in and agree with you in priciple and, more, importantly, reality.

That's why we must be smarter than we were ( post Iraq war ) in the execution of any attack in/on Iran.

As I mentioned before, stealth signalling to the populace would be the order of the day...as much as that could or would help.

BTW, I do think believe Nadine, though not explicit, does not lump the troglodytes that currently are in leadership with the man and woman on the street.
