Then you would have President Pelosi. (Speaker of House is next in line after VP).

I have a germ of an idea, I'm thinking about. Would it not be something for Bush and Cheney to threaten to resign and turn the war over to congress if congress persists in their madness.

A better scenario is for Bush to resign. Cheney, as President, appoints Rudy or Newt to VP. Cheney resigns.
