So far I would say:

1) Saddam posed less of a threat to regional stability than the situation does now.

2) Iraqis are most definitely in worse shape now than under Saddam.

3) More Iraqi's are dying now than under Saddam, and by a good margin.

4) The most likely outcome now is expansion of Shia influence in the ME.

It is possible, that 20 years from now a better outcome might exist for Iraq, or more likely some tri-state system.
