"We", as in you and I, may have heard tons about it- but most Americans? Most Americans haven't heard of most policy issues, so this is neither here nor there. The question is, what turns election outcomes, what drives policy decisions. If you think the negative drumbeat of "Bush is committing torture! Bush is flouting the Geneva Conventions! Bush is destroying American status in the world!" didn't affect the last election results, you are kidding yourself.
